Joining him is a new enforcement and junior inspector Mika Shimotsuki, a young girl who blindly faithfully to Sybil and is not flexible. When Akane pondered the nature of his work and the legitimacy of Sibyl's decision, a new threat that interfered with emerged.
The mysterious figure has found a way to control the coefficient of crime, an index that arises from a mental scan that allows Sibyl to measure psychological health and identify prospective criminals. The escape vehicle driven by Izumi Yasaka, on his way to the Public Security Bureau Building, was reported just before hitting the building. Izumi is a new advisor to escape while working in the Latent Criminal Isolation and Rehabilitation Facility known as The Sanctuary.
Before Inspector Mika Shimotsuki and Akane Tsunemori were able to interrogate the suspect, the request suddenly removed from the facility to immediately bring Izumi again.
Interpreted as a direct order from the head and council in the holy place, the inspector is satisfying, but insist that Izumi will be escorted personally. Tsunemori intends to investigate further with other team members in the bureau.
Now Inspector Shimotsuki was finally given the opportunity he had been waiting for, to be the main investigator in important cases. This case followed Shimotsuki and his enforcement team when they revealed the secrets of the holy place.
5. Psycho-Pass Sinners from System Case 2: First Guardian (2019)

Enforcer Teppei Sugou, a former flagship pilot of the 15th Integrated Task Force from National Defense Forces, was visited by agents from the Ministry of Foreign Affairs and was invited to rejoin the military.
When considering the offer, he remembered the last month of his military service.
His last mission, Operation Foot Stamp, was a secret military attack on the Southeast Asian Union. The operation quickly headed south for land forces, and Sugou's first guardian drone was ordered as air support to drop emergency supply for the land unit and then returned to the base.
Following orders that conflict with his own assessment, Sugou left his colleagues in the field.
Many lives were missing during the operation, including Itsuki Otomo, Sugou Commander. However, three months later, after the massacre at the Ministry of Defense, Otomo was seen at the scene on the camera.

Shinya Kougami continues to wander the Southeast Asian Union (SEAUN), far from the supervision of the Sibyl system in Japan. When passing through the Kingdom of the Tibet-Himalaya Alliance, Kougami met Guillermo Garcia. He is the commander of the paramilitary group who seeks to unite local factions and bring peace to a country that is struck by war.
Not wanting to join the mercenary group, Kougami refused to join his destination, but agreed to be taken to the nearest Tibetan capital by one of the Garcia men.
However, Kougami's plan to remain not involved was only temporary when the refugee buses were ambushed by armed groups. Among them is a half -Japanese girl, half a Tibetan named Tenzing Wangchuck.
Impressed by the ability to fight Kougami when he was alone defeating the attackers, Wangchuck asked him to teach him how to fight so he could take revenge for the warlords who killed his family.
Kougami was initially reluctant to accept his request, but was faced with the girl's desire to take revenge, which reflects the abyss that haunts Kougami's heart.

Now, Bifrost Agent Kouichi Azusawa launched a direct attack on the Criminal Investigation Department by occupying his head office and holding the Shindou Inspector and everyone with hostages.
The Cid Unit 1 Supervisor, together with the Head of Mika Shimotsuki and former members of the Shinya Kougami and Nobuchika Ginouza unit, faced the task of reclaiming the building and saving everyone inside.
